whenever I hear the word 'portal,' dating back to the 90s, I groan. what they simply need to do is intentionally release metadata as Linked Data, then portals can form themselves.

This is one of their Open Government Partnership promises. Being able to pay and submit requests online is an improvement, but the federal ATI law itself needs more attention.
