I thought that the law applied to companies, and not individuals:
"PIPEDA requires private-sector organizations to collect, use or
disclose your personal information by fair and lawful means, with your
consent, and only for purposes that are stated and reasonable...The
law, which has been fully in force since 2004, applies to private
enterprises across Canada...There are exceptions: Many private
enterprises operating within British Columbia, Alberta and Quebec are
covered not by PIPEDA but by similar provincial statutes. But, even in
those provinces, PIPEDA applies to organizations under federal
jurisdiction, such as companies involved in banking, transportation,
broadcasting or telecommunications. For those businesses, PIPEDA also
applies to the personal information of employees." - Privacy

  This is also my gut reaction   -- that all the ways in which people want to control the flow of information (privacy, copyright, etc) is coming into conflict with the ability of private citizens to own and control communications technology.

   There is a disconnect between the concept of public and private.  Should copyright law apply to anything that happens in private (time/format shifting, choice of technology, etc), and should privacy law apply to things that happen in public?  (images of people who happen to be standing in frame of a photograph taken in public, etc)

  In the case of a mall/etc the problem is that these are private settings which are treated as public when it serves their interest.  Which they are should be consistent:  If they want the ability to treat it as private then video cameras without clear permission shouldn't be allowed, etc..  They have to pick one, and not try to dishonestly seek the best of both...
