About a year ago the City of Ottawa had an open data app competition, I think the intention was for apps on smart phones but it didn't rule out the Windows operating system. So I threw something together based on OpenStreetMap and Maperitive that basically was a off line map of Ottawa. The City of Ottawa's license for it's open data was problematical at the time. A year later the City of Ottawa has a nice license but OpenStreetMap have changed their license requirements to exclude most open data.
There have been changes in the Maperitive software and FOSM uses OpenStreetMap format but is much more open to open data so the map is now FOSM based and includes all the OC transpo bus stops complete with 560 number and the displayed or announced bus stop name from the city's GTFS file.
A new version is now available, I think it is still the only map I know of with the street names displayed in French and it has a fair amount of accessibility information. Technically it works but to be honest the wording on the documentation could be better, if you have any comments or suggestions please let me know.
