It's the least we might say....

If someone could help me to sum up (I'm not sure to understand everything in the previous mails) :
What's the real problem with district localization (ZIP and EDID)
- is it because it's covered by a copyright that make it impossible to use even if we get it ?
- is it because they do everything they can to hide it but if someone figure out how to get we could use it ?

Let's say we find a way to build a mapping database (district/edid/zip), do we risk anything ?
