First of all : can you access the wiki throught this link :

Did it ever worked before if you used this address ?

If not, which link do you use to access it ?

Concerning the language question :

My view : FrontPage is bilingual.

Then on the front page we could change the existing line
"*About* - About this site / Au sujet de ce site"

to

"*About* - About this site / *APropos* Au sujet de ce site

Then the *About* page is in english and the *APropos*, in french. We have the
same content than what we have now, but instead of having the french version
above, it's on a separate page.

Then, we could have almost 2 different sites, sort of mirrors...

I think it would be easier to read (and if french is not fully translated,
people won't notice it because they won't have the english version just there.
