any number of parties can run in an election, many of them will run in just one or a couple of ridings. we have the marxist-leninists, the communists, Christian Heritage Party of Canada, Marijuana Party, the Rhinos, People's Political Power Party of Canada, etc, see:

Use http://cancan.waglo.com/candidates-canada-2008.csv to find all the candidates (from 21 parties, that's 1601 in total).

Not sure what is the holdup for that party... it was once the official opposition!
