I apologize if I sound ignorant, but could someone explain to an American what 21 parties mean?

We've got the Green Party that is somewhat popular, but I'm having a hard time wrapping my head around 21 parties.

Use http://cancan.waglo.com/candidates-canada-2008.csv to find all the candidates (from 21 parties, that's 1601 in total).

Not sure what is the holdup for that party... it was once the official opposition!
