open data certificates

I was at a 2 day workshop last week with Gavin Starks and he was really excited about their new project.

I mention it now because Tracey was just referring to insufficient metadata on open data portals. 

I'm curious about what people's thoughts are on this.

I had problems with this site responding.

But, I am dubious about the efficacy of these certificates. And, from my experience, most folks trying to run open data portals will not make the effort to create them.

Insufficient and/or poor metadata is a big problem with open data portals but the portal is window on the fact that there are underlying data management issues in general.
