I see that David did a post on this as well

David, I definitely agree with the thrust of your "containment
strategy" argument
(

It's sounding more and more like there is coordination between western
countries to use this relatively minor policy as a way of pushing back
on competing states foreign influence.

Canada and Australia to work together for more effective aid delivery
November 30, 2011
Busan, South Korea--Today, the Honourable Beverley J. Oda, Minister of
International Cooperation, announced that the Government of Canada
signed a Memorandum of Understanding with the Government of Australia
to strengthen their respective international development efforts -
ensuring more coordinated, effective and sustainable results.
"This Memorandum of Understanding confirms the commitment of Australia
and Canada to work together to achieve effective development results,
in order to reduce poverty and support stability in developing
countries," said Minister Oda. "This agreement will build on our
common goals of aid effectiveness, transparency and accountability."
This agreement, signed by Canada and Australia during the Fourth High
Level Forum on Aid Effectiveness (HLF4), provides a framework for the
Canadian International Development Agency (CIDA) and the Australian
Agency for International Development (AusAID) to focus on common
development goals in areas such as food security and nutrition,
education and sustainable mining. Canada and Australia will also work
together in multilateral fora to ensure value for money and
accountability.
Canada welcomes this Memorandum of Understanding as a demonstration of
Canada's and Australia's commitment to build new global partnerships
dedicated to reducing global poverty.
