The objective of these penalties in the olden days (mid 19th century)
was people refusing to answer the enumerator's questions and often
greeting census officials at the door with shotguns. People were
afraid that the census was tied to taxation, so ...
The penalties are there to ensure a complete count and to instill a
kind of civicness in the collective act of census taking. Note that
the agriculture census remains mandatory in al its hundreds of
questions, as does the labour force survey. Bref, now, with this
cancellation of the long form census, we will be more knowledgeable
about manure and animals than we will be of the population and its
characteristics .
