US NSGIC Data Sharing Guidelines

The following is a set of data sharing guidelines developed by the US
National States Geographic Information Council (NSGIC)
http://www.nsgic.org/about-nsgic.  Its focus is primarily geomatics,
but since geographers have been the inspiration for the earliest open
data and data access initiatives internationally, there is much to
learn from this field.

I have not read the report, however, it was disseminated by
Legal-Socioecon so I am presuming it is a good document, and at the
very least, it will be influential.

NSGIC Geospatial Data Sharing - Guidelines for Best
PracticesGuidelines Practices

The NSGIC Data Sharing Work Group published Guidelines on accessing
and sharing geospatial data. The Guidelines include a discussion of
the 'Myths' associated with the distribution of geospatial data and
they help set the tone for NSGIC's involvement in any future
activities related to data sharing. The Work Group plans to assemble a
library of referencve documents on this site to assist anyone
interested in the sharing of geospatial data.

The U.S. National States Geographic Information Council (NSGIC) is an
organization committed to efficient and effective government through
the prudent adoption of geospatial information technologies (GIT).
Members of NSGIC include senior state geographic information system
(GIS) managers and coordinators. Other members include representatives
from federal agencies, local government, the private sector, academia
and other professional organizations.?
