Perhaps an effort can be made to remove Section 13 (1) from the FREEDOM OF INFORMATION AND PROTECTION OF PRIVACY ACT, which reads ...
“The head of a public body may refuse to disclose to an applicant information that would reveal advice or recommendations developed by or for a public body or a minister.”

Section 13 (1) was used to refuse to disclose the advice given to the Executive Director of BC Stats immediately prior to ordering an employee (the Population Analyst who had raised concerns about irregularities in the creation of population numbers) to leave the BC Stats offices and was "escorted" off government property.

Perhaps the Information Commissioners, and others, could explain why this clause is in the Act.

Do tax payers pay for this advice?

Will the Information Commissioner disclose what was said?
