Warren,
Section 13 in BC is an exemption known to have a large appetite and to be eating public information. The BC Information Summit (http://www.infosummit.ca/agenda.php), which is tomorrow, will surely have some of this discussion on the table providing access to Members of Legislature, Assistant Deputy Ministers, journalists, and more. At the moment it handles federal ridings, provincial ridings for all provinces save PEI (who've been quite helpful, and should be in soon) and Nova Scotia, and a handful of municipalities. It's part of vote.ca, a new site I did the coding on that's a prototype of a general-purpose polling-place locator. Section 13 (1) was used to refuse to disclose the advice given to the Executive Director of BC Stats immediately prior to ordering an employee (the Population Analyst who had raised concerns about irregularities in the creation of population numbers) to leave the BC Stats offices and was "escorted" off government property. For more information, please see the letter to the BC Information Commissioner at http://www.wminfomatics.com/WP/home.html. Perhaps the Information Commissioners, and others, could explain why this clause is in the Act. Do tax payers pay for this advice? Will the Information Commissioner disclose what was said? Thanks again Mark,
I am glad to hear that section 13 (1) is being discussed.
The refusal to disclose advice points to important issues and a cover up.
Reminds me of clerics whispering in the ears of rulers. http://www.wminfomatics.com/WP/Discrime.html
The last statement I made prior to the advice was a reference to Ivan Fellegie's statement about the role of Analysis as a "Contribution to maintaining political independence." http://www.wminfomatics.com/WP/petition/Fellegiemail1.pdf I hope that the rest of Canada does not adopt the non-statistical, sub-standard methods and models used by BC Stats. All the best, and keep up the good work, Warren
