Hi Tracey,

I read Mary's report and think it is excellent. I don't see the shadow
action plan as a review of the government's progress, but rather a document
that articulates what Canada's Action plan 2.0 should look like (specific
commitments) from the perspective of Canadian CSOs. I thought a group of
CSOs in the US produced a shadow action plan, but I cannot seem to find it
online.

Hi all,

 

A few weeks ago I attended an OGP consultation in Ottawa. Afterwards I spoke
with another participant about creating a shadow OGP action plan. I know
that this has been done in other countries and that it has been an effective
tool to influence proposed action plans.

 

I just wanted to survey the list to see whether anyone else has thought,
thinks it would be useful, or would be interested in putting something
together.

Hi Claire;

Someone would have to take the lead.  The folks here in Dublin have created
a civil society OGP report, and Mary Francoli at Carleton did the
Independent Review for Canada.  Her report is worth reading.  Once that is
done, whoever would talke the lead would need to assess if the IRM report is
enough and if not, is their warrant for another civil society report.

I was at the OGP Europe Regional Meetings and I did not see any of these.  Now many civil society groups participated in the creation of their national action plan in very meaningful ways and then track those accordingly.  But I have not heard of any shadow plans.  There were also discussions on expanding the ogp criteria for the plans, for intance canada got high points on foia because of the criteria which does not measure quality, while cancelling a census, surveys, monitoring stations, quashing scientists and so on are not part of the OGP criteria.  The members of the IRM from different countries were advocating for changes as they had to repond according to the specs which they found limiting in some cases.

The fellowship seeks ?idea entrepreneurs? from across the world who are
ready to challenge conventional wisdom.  A fellowship project might identify
a problem that has not previously been recognized, develop new policy ideas
to address familiar problems, or offer a new advocacy strategy. Fellows
should take advantage of the considerable intellectual and logistical
resources of the Open Society Foundations and expect to contribute
meaningfully to the Foundations' thinking in return.  Among the Foundations'
core areas of concern are human rights, government transparency, access to
information, access to justice, the promotion of civil society and social
inclusion. Project themes should cut across these areas of interest.
Applicants are encouraged to explore this website to acquaint themselves
with the panoply of themes and geographic areas that fall within the
Foundations' purview <http://www.opensocietyfoundations.org/>.  Applicants
who are uncertain whether their topic fits within the Foundations' focus
areas are invited to submit a brief letter of inquiry, accompanied by a CV,
before proceeding with the online application process. That letter of

application deadline.

*Eligibility*

The Open Society Fellowship accepts proposals from anywhere in the world.
Applicants should possess a deep understanding of their chosen subject and a
track record of professional accomplishment. Past and current fellows have
included journalists, activists, academics, and practitioners in a variety
of fields. Successful applicants will be eager to exploit the many resources
offered by the Open Society Foundations and be prepared to engage
constructively with our global network. Ideal fellows are specialists who
can see beyond the parochialisms of their field and possess the tenacity to
complete a project of exceptional merit. Proficiency in spoken English is
required.



This is a fellowship for individuals only; proposals from two or more
applicants will not be accepted.

*Funding Available*

   - Maximum amount: $80,000 or $100,000 USD stipend depending on work
   experience, current income and seniority plus project budget.
   - Project duration: 1 year
