It is an interesting question!  I would say sometimes, and it depends on
who is mobilized around the information being disseminated, as the
information on its own cannot bring forward much change.

Thanks Tracey for sharing these recent items, especially the conference
proceedings,
which looks amazing.

Question. Are people on this list aware of the International Open Data Day
that appears to
be planned for Feb 23, 2013 -- http://opendataday.org/
There is some activity on the project wiki (
http://wiki.opendataday.org/Main_Page) but
perhaps not as much as I'd expect for an event that's ~2 months away.
I'm ready to help organize this for Montreal, if anyone on this list is
involved or wants to
be, please reply so we can make this happen.
