Press Release - Edmonton named Canada's most Open City second year in a row

FOR IMMEDIATE RELEASE: 10/03/2016 Canada’s Top 20 Open Cities Announced for 2016 London, Ont – Today, Public Sector Digest (PSD) in partnership with Canada’s Open Data Exchange (ODX) announced the 2016 Open Cities Index results. Now in its second year, the Open Cities Index launched in 2015 as Canada’s first study to benchmark municipal open data initiatives across the country. This year, the Open Cities Index has grown to include 68 municipalities, representing 61.17% of the Canadian population. The 2015 Top 10 list was expanded to a Top 20 list this year in order to highlight more of Canada’s leading open data communities. For the second year in a row, the City of Edmonton has been named Canada’s most open city, with the City of Toronto retaining its second place ranking. Montréal has climbed 10 spots to 3rd in 2016, rounding out the top three.

Hi Tyler,
Thanks for sharing the announcement. I've had a few discussions about the Index with cities and academic friends. I've got a few methodology questions that I'm hoping you or your analytics team can address and which could be of interest to this mailing list: Because the sample for the Index changed across waves, am unclear about the overall ability to compare or measure change over time. The methodology doc says that you are tracking individual municipalities but not trends overall. Any change over time is directly related the composition of the sample. There are various statistical techniques that could be used to deal with this, but it's unclear if you are applying any. Could you clarify this? The first wave of respondents, in year one, is also subject to a selection bias because it is not a random sample of municipalities but an opt-in sample. Reporting the results of that is E(Y |X), that is: the mean of the sample given that you agreed to participate. Which means that we can't compare the results of municipalities which participated with those that didn't. We don't know how they differ. We also don't seem to know if it makes sense to compare municipalities whose sizes vary by order of magnitude. Lastly, my understanding is that once the municipalities submit their answers, the quality of these answers are evaluated by PSD. Could you tell us how? In other words, what is the inter-coder reliability of those codes? How are different components of the Index weighted? What is more, was the evaluation process the same across the two years? How this was done could impact the scores. Again, I'm simply trying to understand what the Index does and doesn't do. As you can appreciate, for organizations like OpenNorth and others that have been working with cities and in the open data space for some time, there is a great interest in the Index as it impacts perceptions of performance and maturity with direct and indirect consequences for the national ecosystem. The bigger issue relates to open data evaluation methodologies and challenges with these. Not just PSD's Index. I fully realize that each methodology has limitations. This seems like a good opportunity to discuss one of these. Jean-Noé
