Oregon has been doing this amazing work for many years.
The first time I became aware of their work was when the BC Stats data librarian brought a cd from Oregon for me to check out when I worked as the Population Analyst. We started to put together a proposal to do something similar to build on the BC Regional Index which went online in 2004. We hired a team of 8 people (5 in house, 3 from a local college) to do the programing. The idea was to develop a wizard that would create dynamic webpages refering to relational databases. The wizard was finished in December 2004 and worked wonderfully. Walking thru the 10 to 12 steps in the wizard, in less than one minute, a dynamic webpage could be created providing clients with access to the databases, providing narratives along with table, and chart outputs ... the mapping component was to be added in the next stage of development. The looks, banner, ect. are separate from the functionality and handled using css. Unfortunately, in 2005, the Regional Index was taken off line and the project was stopped. The wizard went on to win an innovation award.
