Open gov in AB

Hi everyone,

I am new to the open data file in Alberta, and am wondering what you all think about how the AB government ranks in its open data efforts, and what would be the top 3 things you'd like to see the government do to improve/become a leader?

Item 1:
It would be great to see the Government of Alberta apply an open licence to ALL its output. That is, make it clear to all users that all data, documents, and publications are available for reuse including distribution without permission or payment. Other jurisdictions have done this via a Creative Commons licence. Even better would be a public domain statement similar to that applied to US federal government information. Having all government works in the public domain at the point of publication should, IMO, be the long-term goal. 

Item 2:
Also, there was a promise made well over a year ago to make all completed FOIP requests available via the Government of Alberta web site (similar to access already provided by jurisdictions like Newfoundland and BC). As far as I know that service is not yet available.

Item 3: 
Assign/hire employees to make the top two items happen and then develop and provide data and information literacy sessions for the public or targeted stakeholder groups. The related competencies are usually associated with librarians (albeit under various titles = someone with an MLIS or equivalent).
