Open Data: Principles, Policies, Implementation Plans, Targets & Tracking

I am in the process of reading through some open data principles and I
am struck that that generally these are not accompanied by policies,
implementation plans, targets, and tracking.

So far this is the only one that does

and if you go to the GEOSS site
(http://earthobservations.org/about_geo.shtml) you will find products
and information which include complete plans and targets, while their
portal is easy to use and has excellent metadata.  I also like how
explicit & specific the content is.

I realize that many of the open data initiatives in Canada are not geo
or science based, there is no reason to not cross pollinate good
practices irrespective the size, jurisdiction, discipline or domain.
