Anyhow here's an interesting use of technology on the part of a developer here in Toronto in capturing resident feedback for the City of Toronto's Core Service Review plans. http://whattorontosaid.com/ While we all speak to access to data for various reasons, it is also about the importance of the interplay between the technology, data, and community engagement within the overall goal of people's opportunity to shape decision-making at City Hall.

Related, the City of Calgary has used "allourideas" idea marketplace to get citizen feedback. Some may remember I did the same for open data success factors ( http://datatogo.xspatial.com/demo/odsuccess/ ). The link for the City of Calgary is: http://www.allourideas.org/calgarycityservices I find looking and thinking about the results interesting.
