Thanks for posting this article. While dated a bit, it still is good
for understanding some of our current issues with regard to open data.
I think some of the policies in the past that privatized government
data and its distribution are haunting us today. How does the
government get out of data agreements made in a different time and
place and which today are a hindrance.
I never thought the cost recovery angle was good but I remember civil
servants (at that time) enthused about it since they thought it would
save their programs (jobs).
