OPEN GOVERNMENT DATA READINESS STUDY FOR UGANDA

A very good Open Government Data "Readiness" study for Uganda.  It has flaws
(it could probably provide more detail on what some of the benefits of OGD
might be) but overall it is insightful, practical and responsive to the
opportunities and risks in the local context of Uganda.
