This seems like a no-brainer to me. $1.5 million per year for an
estimated annual increase of 20,000 users, mostly businesses.
Economically, it seems simple enough, however it's the politics that
probably had more sway. The nearly 100 businesses that had annual
subscriptions to the data may have gotten together to demand a saner
policy similar to those of their neighbours.
