I don't think anything. This license has been up for some time and is a copy of the uk and bc ogl. Think it went love in November of 2011.

The city issued a message about it this morning on the DATATo listserv.
  I obviously had not been paying enough attention to the matter. I sent
it out to the CARTA-l folks for information purposes.  The discussions
there don't centre on these things as much as they do on civicaccess.

- Arbitrary retroactivity (see previous) removed: no longer this: "The
City may at any time and from time to time add, delete, or change the
datasets or these Terms of Use. Notice of changes may be posted on the
home page for these datasets or this page. Any change is effective
immediately upon posting, unless otherwise stated"

I would have to say that I now agree that the City of Toronto data
license is indeed an Open Data license.

I think the city was maybe quietly trying out this license for a short while before announcing it -- I believe this version was up at least a couple weeks back.

I completely agree with Glen:  this is, indeed, an open license!  There are, of course, still a couple of issues that we could nitpick about -- but I don't want to diminish the giant congratulations that Toronto deserves right now for getting this right.  This is a major step.  The license should work for most people's needs and appears fully compatible with international standards such as Creative Commons (CC-BY).

These was quite a good discussion that took place here at a public
consulation on the licenses
(https://traceyplauriault.wordpress.com/2010/07/21/changecamp-ottawa-2010-open-data-terms-of-use-session/),
CIPPIC has produced a couple of very good reports and I will point you
to them later.

What is important for the Carta-l folks to know is that persistent
public participation toward changing licenses and practices is key.
And that persistence pays off even more when experts like CIPPIC are
involved and city CIOs are open to ideas.  It took two years of hard
work and engagement to get the city of Toronto to change its license,
and we are still waiting to hear from Ottawa, Vancouver, Edmonton and
Montreal, although, Montreal adopted a licence that many are not happy
with even if they were involved in the early discussions.  BC was the
vanguard in Ottawa and as Kent will tell you these are still
specialized and localized and the adoption of international licenses
would lead to better interoperability between states and different
jurisdictions.

Having Carta, CCA,CGA, CAPDU and DLI members with expertise in these
areas take an issue and see it through would be excellent.  The TBS
open data catalog for instance needs some help, as do the city
catalogs.  Edmonton and Ottawa were introduced to the idea of
federated cataloguing systems as used in ODESI but to date not much
work has been done there yet.  Librarians have lots to share here as
they are cataloguers and metadataers extraordinaire and know what it
meants to manage huge collection of data, records management systems
and trusted digital repositories.

I would love to see a librarian open data group emerge to offer their
expertise in these areas to up and coming and existing open data
jurisdictions.
