Least restrictive open data licences in Canada

Hello,

I would like to know what cities in Canada have the least restrictive Open data licences? 

If you were to recommend a model licence, which one would it be? (The model does not have to be a Canadian example)

James is right there.

Toronto's license is essentially a copy of the BC (not a city, of course) license, which in turn is a copy of the UK's Open Government License.

Interestingly the Federal Government's open data license has been slowly stripped of its offensive provisions and is fairly open too.
