[ This is from a conference called code4lib ((Open Source) Code for
Libraries: I've attended and presented at): http://code4lib.org/
They also have an Open Access journal: http://journal.code4lib.org/ ]

Note that the library community has been more interested in exposing
Linked Data (http://en.wikipedia.org/wiki/Linked_data ), whereas from
what I have seen the majority of Open Data efforts have been more API
or data dump oriented.
