Help for Transparency Questionnaire

Hello,

In the province of Quebec, all cities will have municipal elections in November 2013. To help citizens identify and vote for candidates commited to open data and transparency, we are building a questionnaire. Based on the questions, we plan to give candidate a grade (A, B, C...) according to their level of commitment. This grade will be communicated via a text message and email to electors who sign up at the website.

We are looking for help to craft this questionnaire in such a way as to reflect international best practices and to be able to assign a clear grade to respondents.

You can see our proposed questions here and please add and modify these questions via the commenting system in Google Docs by May 31st, 2013.

Ontario (and perhaps other Canadian jurisdictions? help anyone?) has
the Public Sector Salary Disclosure Act, 1996[1], known as the
Sunshine list[2], where the list of public servants making >$100k is
published annually[3]. As a Quebecer  living in the Outaouais, I would
like to know which candidates are willing to commit to implementing a
similar list for their municipality.
