Government 2.0: A tale of "risk, control, and trust"

This is a really interesting article that discusses what will have to happen within, and that this change is not insignificant.  These are institutional cultural differences.  Concurrently, there is also something to be said for people being dedicated to know things and to do data, information and knowledge bridging within government and for some point people to interface with the public.  Dedicated responsibility, roles and formal job titles are important in institutions and we cannot always expect a free for all.  Governments are not free enterprise, neo liberal experiments have taught us that over the years.  We still have a mayor in Ottawa who believes governments are businesses!  Well they are not, they are democratic policy mediators with the public, not businesses and we should not want them to be google.
