I have taken a quick look at the GOV.UK site and, first impressions, are good.

It is much cleaner and intuitive than the usual hodgey-podge, cluttered, and everything including the kitchen sink sites you usually see. I have often said the "swiss army knife" approach to design (everything you can think of adding) is no design at all.

And on the front page they clearly say "All content is available under the Open Government Licence, except where otherwise stated".

I like the concept of the Needotron -- determining the real needs:

And it all looks like it is open source.
