Position: PHP Web Designer

Period of Time: Full time contract from: September 2009 to
April 2010 with the possibility of extension.
Position Title(s): Web Application Developer & Administrator
Salary Range: $60-70k/year

OVERVIEW
The Federal Contaminated Sites Division is looking for a
lead software developer to bring and support Web 2.0
technologies for this major government program. Help us
deliver innovative and time sensitive services to a diverse
array of scientists, engineers, and analysts from many
federal organizations nationwide. The successful candidate
will refactor, extend, and help administrate the existing
members-only secure web application. Working within a small
team on this high profile project requires a mix of software
development and multi-organizational client support.

ESSENTIAL QUALIFICATIONS:
1. Over 6 years software development and testing experience
(>6 years work experience or 3-year degree plus >3 years
work experience).
2. Experience designing web sites. Examples & online
portfolios encouraged.
3. Experience using PHP to develop real world applications.
4. Over 3 years experience designing SQL databases.
5. Experience designing web sites with HTML, Javascript and CSS.
6. Knowledge of the TBS Common Look and Feel Standards 2 (CLF 2)
7. Knowledge of networking concepts and technologies.
8. Experience with Open Source software including Linux,
Apache and GNU utilities.
9. Ability to analyze and evaluate technical issues or
problems, and recommend and implement alternative solutions
and service improvements.
10. Ability to communicate effectively, both orally and in
writing, including software documentation
11. Knowledge of approaches, tools and techniques for
promoting creative, original thinking and applying it to
existing and emerging situations.
12. Ability to manage multiple concurrent objectives,
projects, groups or activities.
13. Must be self motivated, able to work independently and
take initiative to start and complete tasks.
14. Flexibility with respect to work hours as overtime may
be required at times.

LANGUAGE REQUIREMENTS:
English Essential

ASSETS QUALIFICATIONS:
1. Refining business requirements, converting them to
technical requirements and devising an appropriate solution.
2. Understanding various design patterns which can be
leveraged to extend and customize each design solution.
3. Remaining current with evolving technologies, business
needs, internal standards and industry best practice.
4. Experience on Free and Open Source Software (FOSS) projects.
5. Experience in information security and secure coding standards.
6. Experience with design patterns.
7. Experience using production build environment tools such
as revision control tools, rsync, and ssh.
8. Experience using phpMyAdmin or other database management tools.
9. Experience using Wikis, online forums,
10. Graphics design experience using Photoshop, Gimp, or other tools.
11. Experience with Selenium IDE or other testing environments.
12. Experience finding and integrating existing Open Source software
rather than reinventing it.
13. Experience with GIS and online mapping technologies.
14. Experience developing and supporting Python scripts.
15. Experience with Ruby on Rails.
16. Experience with Drupal

SECURITY
Must have or be able to attain Enhanced Reliability
Security status; Secret preferred.

DUTIES
The current working application continuously evolves in
response to new program requirements and feedback from a
diverse user community. Beyond the primary application there
is a need for other new projects to be developed, time permitting.

Your periodic duties will involve but not be limited to:
1. Research, identify and document technical requirements
2. Determine and identify appropriate technologies to be used;
3. Develop and document the system architecture;
4. Create data flows and database schemes;
5. Create and propose innovative system designs;
6. Implementation of project design, standards and
processes; and
7. Developing technical project schedules, plans, task
assignments and time estimates.
8. Administrating the application including 5 to 20 client
requests per week.
9. Working within a multidisciplinary team of scientists,
engineers, and policy analysts to help for national policy
decisions.

GENERAL INFORMATION
The location of work is the Environment Canada national
headquarters at 351 St. Joseph Boulevard, Gatineau, Quebec
beside beautiful Gatineau Park. Benefits include paid
statutory holidays, onsite yoga, aerobics and weightlifting
gym plus excellent cycling, ski, and walking paths and
shopping minutes from our location. Teleworking may be
possible on occasion. Parking is limited.
