Pier-Andre as been great at giving datalibre.ca webspace on his site for me to load documents I have received during the course of this Census issue. Further, he was instrumental at hosting a demonstration on the hill about the Census! He has also been great at bridging info between franco and anglo media and translating content back and forth. I remember someone (Jennifer maybe?) asking about the "Quebec Model" with regards to access to gvmt docs/data. Sorry I've been very silent but things are hectic on my side: baby on the way, a "new" old house in the 'burbs, and well, work, you know... Anywho, the quick version is that the government printer Les Publications du Québec is mandated by regulation to assess the market potential of any copyrighted work owned by the government BEFORE anything is done with it. The reference to the regulation is: Gestion des droits d'auteur - Ministères et Organismes: http://www.droitauteur.gouv.qc.ca/ministeres.php Normes en matière de droit d'auteur: http://www.droitauteur.gouv.qc.ca/images/normesauteur.pdf (that last link is the regulation) What you need to read is Article 16 on page 5. In that sense, that's where Les Publications du Québec gets a general oversight over all unpublished works from the government. Of course, this model is an implementation of the neoliberal economics approach to government assets whereby the state must monetize what it owns and produces. Never mind the positive effects of open access... It was also established just as the Internet was gaining speed. I'd say that's the starting point to get OA on Quebec docs/data. Either change the regulation, or get the provincial printer to change its policies... Also, I don't know how this relates to the proactive dissemination (diffusion proactive) on the Internet enacted last year by the Commission d'accès à l'information for some government reports (see the DIFFUSION link on http://www.cai.gouv.qc.ca/ - en Français seulement).
