Your initiative is laudable and I was about to suggest this to the creator of http://howdtheyvote.ca, but I read he was involved in other projects and one of them was http://civicaccess.ca.
It is http://en.wikipedia.org/wiki/Open_Data.

Hold us to account. " I wonder what is the status of such an initiative. Toronto has a new mayor who promised to reduce the spending. Perhaps you can approach him and convince to make the civic data freely available.
