Feedback Requested - Open Data Kenya - Draft Report

Hey CivicAccess list Gang;

I received this request this morning from Hanif regarding his Open
Data Kenya report.  He was seeking feedback and I asked if it was ok
for me to distribute his letter to you on the list as I thought that
you too might have some insight and comments to share.  I know a few
of you are Afrique-philes so here it is.
