The tectonic plates of cyberspace are shifting. As the global Internet expands in reach and ability to influence, governments are pursuing strategies to establish controls and policing over this domain consistent with national laws and values. In the process, cyberspace is being shaped, colonized and militarized. Its openness is under threat as a cyber arms race escalates. In the absence of norms of mutual restraint, a growing ecosystem of crime and espionage flourishes. These tendencies are evident in democratic as well as authoritarian states.
