EU & OECD researcher looking for CDN statistics on Public Sector Information reuse

I was recently contacted by a researcher who advises the EU and OECD on public sector data policies.  He asked about Canadian statistics on PSI re-use.  My feeling is that, beside the paper on Geo Data policies by GeoConnect, here:

..there isn't really anything.  I've posted his questions below in case anyone here knows any better.  Note: this is the first I've heard of the 'Quebec Model', does anyone know what this might be?  Google isn't much help.

0) in the past 5 months we could not identify any report, paper
or statistics about re-use in Canada (neither commercial nor non-commercial re-use)  Could you provide some bibliographic references?

0) The Quebec-model was quoted several times by EU literature.
But I could not find further details:
a) was it outstanding?
b) was it sustainable?
c) did it support only FOI-issues or also the re-use of PSI?

0) Did re-use of PSI create any new jobs in Canada?
Any statistics in that regard?
- in the field of publishing
- or in the domain of the creative industries?
