Competition Tribunal on Credit Cards ruling: reasons "confidential"?

""The tribunal dismissed the application without costs," the bureau
said in a statement on its website Tuesday.

"The reasons are confidential. A public version of the decision [will
be released] as soon as possible after a determination as to what
information must remain confidential has been made.""

Confidential? How/why are the "reasons" confidential?
I can understand confidential company info, but these are not "reasons".
 Or are the confidential reasons: "We won't make a bazillion dollars
in profits"?
