to clarify. that last article is about cities, but focuses on sharing of code more than the sharing of data. but... there was a good post on the TOPP blog a little while back focusing more on the data... I can't find that specific article but I think this article by Nick Grossman on "Data into Action" contributes to past discussion on the list.
