Cool, Ted! Would it be possible to add the data to OpenSpending? http://openspending.org/help/data-loading.html It should be straight-forward, and then you immediately benefit from all their visualizations, etc.

There are many exceptions to that rule you can find. Adding a feature that treats the difference between allocation and spending as a filterable quantity would be a good. Let me know of any other ideas or questions that come to mind.
