Building a cost of living index or a market basket measure

This is a cool project or business  http://www.nytimes.com/2013/11/11/technology/gathering-more-data-faster-to-produce-more-up-to-date-information.html?nl=todaysheadlines&emc=edit_th_20131111. At the moment the market basket measure (http://www.canadiansocialresearch.net/poverty.htm#wellbeing) and the cost of living indicators are a bit ad hoc in data collection and this project has the potential to have data collectors distributed in Canadian cities doing this on a weekly basis!
