I will add a few words to this topic.

I found it interesting that the Ontario IPC published a paper with
such a strong focus on open data. In the past I have been told that
these offices were mostly concerned with FOIP/ATIP legislation and
associated processes.

Further I was able to attend one of the Right To Know 2012 events
sponsored by the Office of the Information and Privacy Commissioner of
Alberta. It was excellent. The Commissioner (Jill Clayton) is very
much aware of and in favour of open data and in developing a "culture
of access". The OIPC of Alberta is planning to put forward an award
for leadership in "public access" and I wish them success in this
effort.
